Via The Philippine Star: the Japanese government is considering the waiving of visas for travellers from the Philippines, Indonesia, and Vietnam in a bid to boost its tourism industry prior to hosting the 2020 Olympics.
Singaporean, Malaysian, and Thai passport holders already enjoy visa-free entry to Japan. Currently, Philippine passport holders traveling to Japan on short-term visits of up to fifteen days are qualified to apply for multiple entry visas with three years validity.
In the meantime, Filipino tourists are still required to apply for a visa when travelling to Japan. Complete instructions for applying for a multiple-entry visa can be found here.

Possibly — although it can still remain as a requirement. Some visa-free countries like Singapore sometimes request financial details at their Immigration queue (although it’s funny that it only used to happen at their Budget Terminal).
